A national class action alleged that the Blue Cross Blue Shield Association eliminated price competition across state lines by requiring out-of-state plans to use reimbursement rates negotiated by local plans, depressing payments to hospitals and other providers. The matter reached a settlement under which BCBSA agreed to pay $2.8 billion to more than 3.3 million providers and make changes to the BlueCard program.
